Create a PO based on a total Quantity formula - (i.e. Total passenger = 100, then order 5 of these,

 Hello Gurus,

client would like to create multiple POs, based on a total count of passenger. Let's say 48 hours before departure, I have a total count of 100 passengers. Then, based on the number of passenger, a formula must be used in order to place a PO for 5 of these items, and 10 of these items. Same thing like 24 hours before departure, another PO must be created as the count is now 200.

If you could please share your experience, or which combinations of Oracle modules can allow to perform this requirements.

We are on Oracle 11i5.10.2.
