CTO Cost type

Item XYZ had a cost established at the beginning of the year.  On May 10 th there was a CTO cost type generated which then updated the frozen cost.  What could be the reason for CTO cost process getting triggered?   We do not want the CTO cost being triggered if we had established a cost previously in the year.
