Yes, you can restrict a work order from being entered if no standard cost exists. This can be done via a processing option behind Enter/Change Work Order (P48013).

FROZEN COST FOR ITEM:
Enter a '1' to get a hard error if
no frozen cost exists for the item.
If left blank (default),
a warning will be issued instead.
