User can't see the button "Approve"

 The chief of a division, by the function "worlist access" on the notification , grant some user to approve "All item types".

Someone of these user can see ad approve (for example requisition or Purchase Oreder), only a User can't see the button "Approve" or "Reject" .....

Dou you have idea about this issue?

I checked all the set-up but seems ok
