EPPM P6 Licensing configuration for database

 We installed Primavera R8.1 on a MS SQL Server 2008.  Previously one of our users had an Oracle XE local database on a trial version of project management standalone.

We made an attempt to migrate the data from Oracle XE to the MS SQL Server 2008 database and were unsuccessful.  This attempt seemed to downgrade our version on MS SQL Server 2008, so our DBA upgraded upon prompt but now we are no longer able to log into Web Access due to a licensing error... however, we can log into the Optional Client

I am very confused regarding the licensing of the client/server and Web Access... Can someone explain this to me or point me in the right direction as to the documentation taht explains this?  Thank you!
