Transient Safety Stock - Priority pegging enabled for SS - ATP Issue

Hi All,

I was going through some document online and found this

"If we set MSC: Include Safety Stocks in Priority based Pegging to "Yes" then it planing engine plans correctly but then this impacts the pegging and ATP (Available to Promise) logic. The safety stock quantity is itself considered a demand in its own right and this quantity is not available to peg to a sales order or in working out a better ATP date while booking the order. Does this not negate the very purpose of holding the safety stock"

Is this statement true?

Did any one faced this issue? To what extent is this true.
