DBMS_STANDARD not accessible

Hi guys,
a customer's developer has launched the rdbms_output package on test database.
After that she's launched the UTLIRP.SQL, not UTLRP.SQL, she got an DBMS_STANDARD not accessible error.
So she launched the UTLRP.SQL but she still getting the DBMS_STANDARD error.

I've try to run the catalog, catproc and utlrp.sql but I'm still getting the same error.
I've try to run the standard.sql but nothing to do.

Can you help me?
