Delivery exception due to file size

 The scheduler is throwing an exception for the file bigger than 20 MB. Is there setting in BIP that limits the size? or is that at mail server level?
oracle.apps.xdo.service.delivery.DeliveryException: oracle.apps.xdo.delivery.DeliveryException: 552 5.3.4 a message size of 20002 kilobytes exceeds the size limit of 20000 kilobytes computed for this transaction
