Project Management vs. Project Costing in SSWA

We are licensed for Project Costing and Billing, but not Project Management.  I would like to use the SSWA pages to update my WBS, specifically using the copy external functionally to copy a group of tasks in from another project while creating my new project.  I’m able to do this, but when I’m finished I get the message that the structure of the project has changed and I need to Process Updates.  I did go back to the forms and can see my new tasks without running Process Updates.  Since I’m not using Project Management, I don’t think this is
