Budget Line view access

 Hi All,

We have a requirement wherein we are creating the budget/Forecast at the Global currency level (in USD). This becomes important for the users to provide them the capability to only view the budget lines, since the budget amounts are different than the Project Currency or Project Functional Currency.

Is there a way to restrict the access to (Self Service page) budget screen in such a way that the users are able to only view budget lines but should not be able to update/edit or delete. (We are not using Role based security)

The standard functions names are so confusing that its almost difficult to figure out which one gives the view only access. Any pointers will really help or is there any other way to check the Budget lines.
