Can't activities rollup its costs like 'finished product' or 'semifinished product'?

I created a maintenance BOM and added a component which has a non-zero frozen cost. After rollup costs of the activity bom, I viewed outuput of 'Supply Chain Bills of Material Indented Cost Report', but the result showed nothing(below).  And I can't find an 'pending cost' in the "Organization Items -> item costs".
