Oracle Self-Service E-Billing ETL issue

We are having difficulty with the ETL process into E-Billing 6.0.3.  The process will not even load the sample data.  It loads the sample data to a stagging table and then fails with "No data found".  Oracle Support and ACS cannot determine the issue.  Has anyone encountered the same issue?
