The following is what I was told based on my service request.

It is not possible to change or modify the Forms change-password dialog that comes up when a user password expires, be customised.
You need to write your own code using the Java or you need to use any OCINewPassword, but we can not give guarantee whether this will suites for your requirement and it will work properly.

In case if you would like to get for more information about this type of functionality then I would suggest you to post your requirement on the OTN Forum
OTN Forums are the best way to go, since our Development Team as well as other customers who have acheived this can answer your questions, if you can put what your business requirements are. They might even have a code that they used, and post it in the forums for reuse by you."

Howdy, Stranger!
