running powershell scripts in UDM Windows 2008 R2 64bit

 I created a UDM that is a powershell script that checks the status of a service on a Windows server.  This script running through a UDM works on all our Windows 2003 servers, but does not work on any Windows 2008 servers.  We are running OEM agent 11g, OMS 11g, Windows Server 2008R2 sp1 on the host.  In the grid, I get a 'collection error' that states:  command exited abnormally without any output.  Because this works on 2003 servers I figured it had to do something with permissions, but I've opened up permissions locally, through group policy settings, and even
