Password Security in RHEL 4.4

Dear All,
I changed the password max_date in the file login.defs and created the user test. The user is not able to change his password from his login. please help.

[test@gitstdb06 ~]$ passwd 
Changing password for user test.
Changing password for test
(current) UNIX password: 
You must wait longer to change your password
passwd: Authentication token manipulation error
