How to track services Purchase Orders Along with Milestone Payments

Hi,
We have one scenario. We have to procure one service, say 1 Service and unit price is INR 100000. And we have milestone of this Service like 10% on Stage 1 Completion.
20% on Stage 2 Completion.
40% on Stage 3 Completion.
and rest of the payment on overall completion.

How can i use this scenario in system in Oracle R12.1.1 instance with India Localization.
Buyer Work Center and Fixed Price Line Type is not supported by India Localization.

Request you in case some one can throw up an idea on this .
