Querying Child Attachments

I'm trying to query for Opportunities that have attachments, but it always returns all Opportunities, not just the ones with attachments associated. Has anyone been able to query at the child level and only return parent records where the child criteria is met? Version1.0 Web Services don't seem to support querying child attachments at all and version 2.0 returns all parents. Any insight would be appreciated
