What is the "TIMER" Queue responsible for in the EVENTDIAG

Hello,I have a UAT enviroment that is getting slowed down once a week and I think it is due to the TIMER queue in EVENTDIAG.  It will reach a point that the system starts to crawl I will then have to delete and restart another thread for it and the numbers will go down.  Then I am good or sometimes I have to restart the system as well.  I assume it is some poor configuration but if anyone has any info that would be greatly appreciated.  Today it was up to 21000 backlog.
