Override Manual Charges

Dear Guys,

How can we override manual or automatic charges ( freight, administrative or misc charges) on sale order. In my case, we can put any amount against administrative fee/charges in each sale order.
so we can not fixed value/amount of charges for all sale order because it's varies sale order to sale order.

Any possibility to cater this scenario.
