Sub Ledger Accounting - Unable to attach Journal Line Type to Journal Line definitions

In Cost Management, we are trying to modify the SLA setups.  As part of this, we copied and created new application accounting accounting definitoins.  We copied and created new Journal Line Definitions. 

We then created Journal Line Types and trying to attach to the Journal Line definitions, but the LOV does not show up even though custom journal line types does exist when queries.

Is there anything I am missing.  Any feedback from members will be greatly appreciated.
