Assignment Manager will not assign resources based on Tasks alone

I have oracle apps 12.1.3 installed and am trying to get Assignment Manager (Territory setup) to assign resources through the Assignment Manager based on Tasks --

No matter which Matching Attributes I check, it always tries to match the SR Group Owner. If I change the SR Group Owner to a specific Group type then I can get the resources to pop in the Assignment Manager. I do not want the SR Group Owner to be an attribute.

If anyone has any hints or help on this please message me or respond to thread.
