Error message of "Full Retirement cannot be overlapped to prior transactions.Please change the retir

We are on R12 (12.1.1).  When I ran the Periodic Mass Copy process from the Corporate book to our Tax book, about 130 retirements would not copy process in the Tax books.  The message I received was

APP-OFA-48395: Program exited with errors:      

Full retirement cannot be overlapped to prior transactions.Please change the retirement date.             

User-Defined Exception

Error: function FA_RETIREMENT_PUB.do_validation returned failure   

 Error: function FA_RETIREMENT_PUB.do_retirement returned failure

I checked several of the assets and the prior transactions were processed between 3 to 7 periods ago.  I tried changing the retirement date and I still received the same error.
