Optimal memory allocation Oracle 11.2.0.1.0 g Database on HP-UX Itanium

Hallo!I am running Oracle 11.2.0.1.0 Database on HP-UX Itanium 11.31.I have 64 GB RAM and have allocated  assigned memory_target=40 GB and memory_max_target=42 GB.Unfortunately,sometimes the database shows only about 250 MB free memory mostly during peak periods and the database slows down and end-users complain of system slowness.

What would be the optimal memory sizing parameters for memory_target and memory_max_target? Also,we have 48 GB swap space.Should this be increased to 64 GB?

Also,please send me some database performance monitoring sql scripts espacially for monitoring CPU,Memory and Disk I/O usage.
