formatting percentages in excel templates

I'm developing excel template (template builder for excel 11.1.1.5.0). I formatted cell as Percentage with 1 decimal place using excel "Format Cells" wizard. XML data for the cell looks like this: 2.40114000712504453152832205201282508016E01. When previewing report in the excel template builder I see the same raw number in the output as in the sample xml file. No formatting takes place. I tried to add two spaces in the cell before the number as well as after it. That didn't work.
