Wrong country selected for OU and LE

Hi Folks,

We have upgraded from 11i to R12.

Our ledger, LE and OU belongs to China, where as in 11i it was setup address as Singapore , what is the solution to setup VAT for this LE and OU, I have done tax setup steps but system is not calculating tax since OU and LE address belongs to Singapore, please let me know the alternative methods to fix this issue.
