Backorder at Pick, Enough Inventory on hand

When running Pick Release, program completes with Warning and the line goes to backorder even thou there is enough Inventory on hand.  No lot/serial number control.  I have researched Order Support and verified all the configurations (e.g. Sales Order Key Flexfield) are set up correct.

What could be the problem?  Pick Release was working before - No changes to the instance.
