What is necessary in order to implement the click to dial functionality of Siebel CTI?

I am trying to figure out exactly what is needed in order to implement the click to dial functionality of Siebel CTI. The customer has Siebel 7.8.7 with the Siebel CTI , SPE - Selected Add-on - Application User Perpetual. They also have a Cisco phone network. I have never worked with CTI before so I would appreciate it if someone could tell me all of the pieces that I would need and how the pieces relate to each other.
