US PAY: Change Payee Name on Third Party Payments (garnishment) checks - Need to be uppercase

I need to change the payee name on the Garnishment (Third Party Checks) to uppercase.  I am trying to locate the program and have found PAYUSGAR.rdf.  Is this the correct program?  When I add upper() around the payee name, compile, and save then try to print test checks, the name does not change.  Is this not the correct program? 

Any help would be great!
