Intermittent false ORA-12541 listener errors after upgrading to EM Grid Control 11g

After upgrading our Grid Control to 11g, we have been intermittently seeing ORA-12541 errors across all of our monitored targets (all are 11g configurations as well). These errors occur at different times of the day and generally only one listener at a time. The errors are always false and clear themselves usually within a few minutes. Even before the error is cleared, the listener status is always up so these errors are definitely not the result of an actual connection issue.

Has anyone experienced this issue and/or found a solution for it?
