Default Date/time from a Date field

Hello,
I have a date field (Start Date) and I want to post defualt that value into an indexed field (Indexed Date/Time) for reporting purposes.

Here is a screenshot of the 2 fields in the application.

When I add the default experssion [Start_Date] on the Indexed Date/Time field the time elemet on each record reads 12:00AM.

I want the value in the Indexed Date/time field to be MM/DD/YYYY 12:00PM so that if a user's time zone is in US (GMT-6 for e.g) the date will not be 1 day earlier.

Does anyone know how I can workaround this issue of defaulting a date into a date/time field? How can I change the default expression to take care of the time portion of the date/time field?
