Request Manager

Dear Experts 
I was trying to run a request for flex field compilation but i am facing a problem.
Phase : Inactive
Status: No Manager

i have tried from Sys admin > Concurrent > Manager > Administer > Contracts Core Concurrent Manager but error is still there and even work shifts are also correct. 

Please suggest me a solution and also tell me how to run cmclean.sql and will it be beneficial.
