Multiple select LOV parameters behaving differently in 10.1.3.4

We have two versions of BI Publisher Enterprise 10.1.3.4 we have been using multiple select parameters with, one deployed on an OC4J app server and the other on WebLogic.  The value of the parameter when the user selects multiple values from the list differs between our two examples.  In the one on OC4J the value of the parameter is :

<PM_supplier>'5001','5002','5003'</PM_supplier>

On the other the parameter appears as :

<PM_supplier>[5001,5002,5003]</PM_supplier>.

We are having trouble using the second exmple in our data template sql query.  As the sql query is restricted by :
