Order Management : How to create an Order line type ?

Hi,
LOV of order line type is empty. How to populate it ? (ie. How to create an order line type ? )

Steps to reproduce :
Resp. Order Management.
Go to : Setup/Transactions/Define
Search for the transaction type
After, click on "Assign Line Flows"
Try to enter a "Line Type". But the LOV is empty.
