Ships domestic but looks like it originated from foreign country

We have some situations where we ship a product from the U.S. but want the paperwork and the system to look like it shipped from Canada.  Does anybody have any creative solutions for this type of problem?  Currently we have been trying to use virtual warehouses to do it so we have an ST/OT that goes from a warehouse in El Paso to a virtual and a sales order that goes from our branch plant for Canada to the customer.  We don't want to transfer the product to the warehouse in Canada first so it presents a problem for us.
