BI/XML Publisher Licensing in Oracle Financials

We have just upgraded to Oracle Financials 12.1.3.  I noticed when checking the FND_PRODUCT_INSTALLATIONS table that the status of the XDO application is set to 'N', which means "Product is not installed".  I find this odd as many of the Oracle Financial seeded reports are written to use BI Publisher.  My company has been on Oracle Financials since release 9.4 in 1994.  We have gone through multiple upgrades.  Not sure if XML Publisher was installed in 11.5 as a standalone patch or as part of some CU patch.   Prior to 12.1.3 we were on 11.5.10.2. 

Interestingly, the seeded Oracle Reports and our custom Oracle Reports that use BI Publisher templates all seem to be working ok.
