PAY: final pay check not processing deduction elements after 11i HRMS RUP 6 and Q2 2011 patches

After applying the two patches of HRMS 11i RUP 6 and Q2 2011 patches, deduction elements with frequency rule ='FREQ_RULE_SKIP_FORMULA' are not processed in the final pay check.
