To Apply or not to apply CPU to EBS

The Jully 2011 CPU is now available, 12406914, my question is whether to apply the patch if we are not on the minimum baseline patch list? The patch says that it is for ATG Rup 7, which we have already applied though I can't say that we have upgraded all of the modules to their respective acceptable baseline level.
