Adding Charges to a Quote

Hi Team,
Can you please guide me how to capture charges in quote? I have enabled 'Charges' field under 'Pricing' tab thru personalization. When I am clicking on 'Add Charges' tab, it is showing me 5 LOVs under 'Search': Name, Group, Type, Level, Application Method. I am not able to query any values by selecting the parameters frm the LOV.

I want to offer adhoc charges in a quote. Means, the field will be free for typing. Please suggest how to do that. Kindly note I am using 12.0.6 HTML quoting.

Also is it possible to make these charges taxable? Means tax will be calculated on 'Selling Price' + 'Charges' in the Quote. Possible?
