Oracle Contract Template Layout/Format

Is it possible to create multiple contract templates and each template will have a different layout and format? One template that is in English displays numbers as 100,000.00. Although we do not have the French version installed, we need another layout/format that will display the number as 100 000.00 and the date would be different etc. Or, regardless of the number of templates we create, it will always point to the single format layout that was created in XML?

We are being told that despite the number of templates in the system, the layout will always be the same.
