How to restrict direct creation of Sale Order

Dear Guys,

We are using quote (Negotiation --> Quote) instead of a Sales Order in OM. The prime and major purpose to use quotation is that we want to use seeded approval workflow on Negotiations. Now we want to restrict that no one can enter sale order directly in OM before creating quotation.

How can restrict direct creation of sale order before creating quotation?
