User's can't see Approvers or Reviewers on Signoff tab after upgrade to 9.3.1

Just upgraded from 9.2.2.2 to 9.3.1.  My end users can no longer see who approved or is required to approve changes.  Change Analyst can but general users cannot.  Privilege seems to be set correctly.  Any ideas?
