Not able to connect the database through Oracle BI Publisher

Sir,
 I am Install BI publisher 11.1.1.5.0 in my system windowns OS Desktop then connect Log On to database  but not able to connect the database.

We are using Oracle As application server.

How to Connect the Server?.

Any configuration in server side?

Please guide.
