Database Backup and Recovery (MOSC)

We have a backup policy for a full backup with a frequency of 1 day.  We expect this to do a daily full backup of the database.However, when we look at the backup log, we see several datafiles were skipped, as it was backed up 2 days ago.  Is this this normal operation of veritas/rman?
This is a 10.0.2.0.4 database on windows server 2003.
