Streams setup on live Production database

We had one way streams configured between Production and Report Databases. The Streams apply process failed some tables and start giving errors. We want to setup streams again between Prod and Reports database without any downtime. Is is safe to setup the streams without making Production database unavailable to the users i.e. while transactions are going on in Production database. What are the risks involved?
We had earlier done the setup by making the Production database unavailable to users.
