Hold Work Flow Notification set up

 What are the set ups to be able to trigger a WF notification to specific responsabilities when a specific hold is applied to an order /an order line.

For exemple, when Trade Compliance Hold is applied to an order/ line, we would like a WF notification to be sent to Order Manager and Compliance User responsabilities.
