Use Tax for United States and Projects Integration

We are using Oracle EBS 12.1.3

Is there are recommended approach/ setup for calculating Use Tax within Payables?  We are looking for a solution that will also import the Use Tax expense from Payables into Projects ultimately for billing purposes.  Thanks!
