Tax Rules - Criteria to Base Rules Upon

We are using Oracle EBS 12.1.3

Can any field be used to determine a tax rule, or are we limited to certain predefined fields within Oracle?  We are looking to determine if an "Oracle Project" is tax exempt before analyzing the product and location as a tax calculation or exception.
