Unable to Send Message to Security Server

Hello,

We are having the exact problem as described in solution 1172834.1 but the solution says to that we are missing a jde.ini in the enterprise servers system\bin32 folder.

We don't have a jde.ini there but we never have. Does this solution just apply to only windows ent servers? We have aix.

This is for and upgrade from 8.10 to 9.

Any other suggestions to the failed log in problem would be appreciated.
