Layers not being created.

I am attempting to setup cost management using FIFO costing for a new organization.  I assumed that after setting it up and creating/receiving some purchase orders for inventory items that layer costs would be created automatically.  Is there a concurrent request or something that needs to be ran or am I missing some other setup step?  Any help is appreciated.
