PSI for previous periods & set up projects for multiple locations

I have 2 questions

1) is it possitble to get the PSI data for previous months? 

2) we have one project for 400 locations and currently set up 400 projects in Oracle to represent each site separately so that we can track the budget and actual spending for each site. Is this correct?
